The Vision Hunt Decree started one year prior to the Traveler awakening in Teyvat. Most information about the decree is scattered across the archon quests. But Kazuha gives us some intel when talking about his friend (aka Tomo). Watch the cutscene here.

The Vision Hunt Decree may have been inspired by historical Japanese Sword Hunts (Sengoku Period) in which new rulers who had taken power by force would send armies to confiscate weapons from all potential enemies.

The Statue of the Omnipresent God is the holder of all the seized visions in Inazuma City. The statue has some interesting details… it resembles the Welkin Moon illustration, the figure wears an amulet that looks like the Eye of the Storm, and its base is either broken or being constructed.

Vision Hunt Ceremony attempts to take place in front of the Statue of the Omnipresent God, but is foiled by the Traveler. What would have happened if Thoma’s vision would have been seized by Raiden Shogun and added to the statue’s wings?

The Tri-Commission of Inazuma is made up of three groups – the Tenryou Commission, the Yashiro Commission and the Kanjou Commission. The Tenryou Commission takes the forefront of the The Vision Hunt Decree as they act as the ‘police’ of sorts, carrying out the vision confiscations.

Well, Ei might not be the problem but Raiden Shogun certainly is.
